If one installs a surveillance system (in the sitting room only) in his home to monitor how his household helper takes care of the kids, is such a conduct subject to the provisions of the Personal Data Protection Act?

The circumstance referred to here is about how a natural person handles private or family-related personal data, and as such, it does not lend to the application of the Personal Data Protection Act. However, one must inform his household helper of the surveillance and, if necessary, prepare a written statement on personal data collection to be read and signed by the household helper whose data are to be collected.
