In order to claim back money owed, can one upload the copy of the debtor's ID card onto the Internet (with one of the characters of the cardholder's name concealed, and the eyes on the photo blurred and other personal data deleted)?

It is usually likely that even when one of the characters of a name is concealed, the eyes on the photo blurred and other personal data deleted from a person's ID card copy, such data are still personal enough to identify the cardholder. Uploading images of other people's ID documents onto the Internet is an act subject to the Personal Data Protection Act. Handling personal data inappropriately, as where no consent of the data subject is given, may constitute a breach of law.
